There are differences in the logistics transportation process between ordinary goods and dangerous goods. As we all know, dangerous goods have a special set of processes when exporting dangerous goods by sea due to their own characteristics. The editor believes that in order to successfully complete the relevant matters related to the export of dangerous goods by sea, it is necessary to have a detailed understanding of some basic information. Today, we will mainly introduce the process and relevant precautions for the customs declaration and export of dangerous goods by sea, hoping to be helpful to everyone.

1. Booking

The following three documents need to be faxed to the corresponding company one week in advance

1. Maritime consignment letter;

2. Dangerous goods packaging use appraisal result sheet;

3. Technical instructions for packaging dangerous goods;

4. Material Safety Data Sheet (MSDS)

Note 1: The consignment should indicate the name of the goods in both Chinese and English, box type, class NO., UN NO., cargo packaging, and special requirements to facilitate the application for space and declaration of dangerous goods;

Note 2: If transshipment is involved, it is necessary to confirm with the shipping company whether there are restrictions on the transit port;

2. Provide application materials

Provide the original declaration documents for the goods one week in advance (4 working days in advance for non imported barrels):

1. The identification result sheet for the use of dangerous goods in maritime packaging, note: different product names should correspond one by one;

2. Technical instructions for packaging dangerous goods;

Note 1: According to the above documents, and according to the correct data, product name, and box type, wait for the maritime bureau to declare the goods, and then send them to the shipping company for ship declaration based on the cargo declaration form and packing certificate.

Note 2: It is important to remind that for reusable shipping drums, a temporary import and export application must be processed before the cargo declaration. A description of the purpose (why imported drums are used), the class and UN number of the goods, and the quantity and gross weight must be correct must be provided. The shipper company must stamp the official seal and apply to the maritime bureau.

3. Provide information for maritime customs declaration

Provide original export declaration related documents 2 days in advance:

1. Maritime consignment letter;

2. Invoices;

3. Packing list;

4. Customs declaration commission form;

5. Export Customs declaration;

6. The declaration element HS CODE of the goods;

Note 1: According to the above documents, and based on the cargo declaration form, box seal number, etc., customs clearance shall be carried out.

Note 2: For the handling of temporary import and export, in addition to the above documents, a description of the situation of the temporary import and export goods must also be provided. If there is a deposit receipt, it is also necessary to provide it.

4. Container Entry

Due to the fact that dangerous goods are directly loaded alongside the ship, they are usually packed 3 days before the ship departs.

There are two ways to pack:

1. The shipper shall deliver the goods to the dangerous goods warehouse for loading, and the shipper shall deliver the goods to the dangerous goods warehouse designated by the freight forwarding company within 3 days before the ship departs;

2. When packing at the factory, the shipper needs to prepare the goods in advance. After the goods are packed, they must be labeled with a major hazard label around the container, because if the loaded goods leak and cause pollution to the ocean, they also need to be labeled with a Shanghai Ocean Pollution Mark and photographed for evidence;

Note 1: Trailers or containers for transporting dangerous goods by sea must use a fleet with dangerous goods transportation qualifications, and the cost is calculated based on the level.

Note 2: The deadline for cargo declaration is 48 hours before the departure of the ship, so the box must be submitted before this time.

Note 3: As of the deadline for goods declaration, the box seal number must be provided at the same time, so the box must be submitted before this time.

5. Confirmation of bill of lading

We need to provide a confirmation copy of the bill of lading to the shipper for confirmation two days before the ship departs.

Note: Material Safety Data Sheet,

Internationally known as Chemical Safety Information Cards, abbreviated as MSDS

Chemical manufacturers and importers are used to clarify

A document describing the physical and chemical characteristics of the product (such as pH value, flash point, flammability, reactivity, etc.) and the potential hazards to the user's health (such as carcinogenicity, teratogenicity, etc.).

It is a comprehensive document on the ignition and explosion performance, toxicity, and environmental hazards of hazardous chemicals, as well as information on safe use, emergency response to leaks, main physical and chemical parameters, laws and regulations, and other aspects.

It is an important document for transmitting information on chemical hazards.

MSDS briefly describes the hazards of a chemical to human health and the environment, and provides information on how to safely handle, store, and use the chemical. As a service provided to users, production enterprises should provide users with safety instructions along with chemical products, so that users can understand the relevant hazards of chemicals, take the initiative to protect when using them, and play a role in reducing Occupational hazard and preventing chemical accidents. At present, developed countries such as the United States, Japan, and the European Union have generally established and implemented MSDS systems, requiring manufacturers of hazardous chemicals to provide a safety manual for their products when selling, transporting, or exporting them.

Regardless of whether it is domestic trade or international trade, the seller must provide legal documents explaining the product in various countries around the world. Due to the different legal documents for chemical management and trade in various countries and even states in the United States, some of which change every month, if the MSDS provided is incorrect or incomplete, legal liability will be pursued. Therefore, the quality of MSDS writing is an important indicator of a company's strength, image, and management level.
